Background

Validate unreleased MCore dev with the exact compatibility payload carried by landing PR #5175. This PR is scaffolding: it must never merge and closes as superseded after #5175 lands.

What changed

Carry compatibility SHA 9ee600113cff48a2310d45f7e1ef3a7d09d13a49.
Temporarily pin .dev.commit and the gitlink to MCore PR #6165 head af91b6b5cc5aec01458b8e6d24ccb0f4717e49e3.
Retain the independently refreshed dev lockfile.
Validate the shared Gemma3-VL automatic attention selection repair.

Only CICD NeMo is authoritative for this dev-validation PR. PR #5175 remains the sole merge candidate.

Tested

Lane differs from compatibility only in 3rdparty/Megatron-LM and uv.lock.
Focused Ruff and format checks passed.
Gemma3-VL unit modules: 62 passed.
H100 L2_Launch_recipes_gemma_vl: passed.
GB200 coverage remains authoritative CI; no GB200 sandbox was available.
